SCOPE & SUMMARY
The W̱SÁNEĆ School Board is seeking a detail-oriented, highly organized professional to serve as the Operations, Maintenance and Transportation Manager, reporting directly to the Chief Executive Officer (CEO). This leadership position is responsible for ensuring the maintenance, improvement and security of campus facilities, grounds and transportation assets in a safe, effective manner.
The successful candidate will be an experienced professional with a strong understanding of building and systems maintenance as well as applicable laws, regulations and codes. They will be confident coordinating priorities for staff such as custodians, building maintenance workers, groundskeepers, and bus drivers, creating and following maintenance schedules for facilities and fleet vehicles as well as managing contracted services.
This position functions as a management representative in a unionized and regulated environment and plays a key leadership role on the Joint Health & Safety Committee and related operational planning bodies.
The traditional territories of the W̱SÁNEĆ are situated on beautiful Vancouver Island, approximately a 30-minute drive from Victoria, B.C. and south of Sidney B.C. HOURS OF WORK
70 hours bi-weekly, primarily Monday to Friday with the expectation of after-hours/weekend availability
Key Responsibilities Include:
- Strategic Advising: Counsel the Board and Administrator on operations and maintenance policies and attend Board meetings as requested.
- Financial Oversight: Develop, track, and present annual and quarterly budgets and expenditure reports for both general operations and transportation.
- Team Leadership: Identify staffing needs, facilitate recruitment, and manage daily performance through clear work assignments and regular evaluations.
- Staff Development: Identify and provide work-related training, track mandatory qualifications, and conduct regular staff meetings.
- Safety & Compliance: Monitor work practices to ensure compliance with WHMIS and WCB regulations, maintaining all required safety records.
- Facility Procedures: Establish and execute standard operating procedures and inspection schedules for all grounds and building maintenance.
- Security Management: Oversee daily building opening/closing routines, manage alarm systems, and coordinate the logging and distribution of staff keys. Act as first contact for alarm monitoring.
- Emergency Systems: Inspect, repair, and recharge critical emergency equipment (smoke alarms, fire extinguishers, etc.) and conduct monthly fire drills.
- HVAC & Infrastructure: Oversee the regular inspection, maintenance, and repair of air handling units, roofing, gutters, and structural elements.
- Grounds Maintenance: Ensure all walkways, driveways, and parking areas are kept clean, safe, and entirely free of ice and snow.
- Systems Support: Provide emergency repair services for essential building utility systems, including electrical, plumbing, and heating.
- Vendor & Contract Management: Coordinate the purchase order system, lease with suppliers for materials, and arrange third-party service contracts as needed.
- Facility Rentals: Manage the scheduling, rates, applications, billing, and post-use inspection for the rental of organization facilities and equipment.
- Custodial Management: Supervise custodians, coordinate daily cleaning routines, conduct quality assurance activities, direct and assign additional cleaning duties when necessary.
- Fleet Management: Supervise bus drivers, coordinate daily routes, manage extra-curricular field trip transit, and maintain up-to-date driver manuals.
- Transit Emergency Response: Act as the primary contact for bus accidents or breakdowns, ensuring immediate repairs and completion of incident reports.
MINIMUM QUALIFICATIONS:
- Trade experience or training (e.g., carpentry, plumbing, or mechanics)
- Interprovincial Red Seal in a building maintenance relevant trade is preferred.
- Working knowledge of building and ground maintenance and repair and related tools/ equipment (jig, table and chop saws, drills, hand tools and tractor)
- Working knowledge of construction and related utility systems such as electrical, plumbing, sewer, heating, and ventilations
- Working knowledge of the building code and standards and of WHMIS and WCB regulations
- Working knowledge of financial (budget, purchasing, rentals and contracts) and human resource processes and practices
- Demonstrated ability to read and interpret drawings, specifications and instructions
- Proficient in office software and willingness to utilize technology
DESIRABLE COMPETENCIES:
- A minimum of 5 years of experience in a similar role is preferred.
- Ability to lead teams and supervise staff and provide feedback in constructive manner.
- Operations and procurement experience.
- Demonstrated ability to manage issues, negotiate agreements and resolve escalated conflict.
- Excellent communication, leadership, and organizational skills.
- Able to work independently and collaboratively across multiple departments, as well as manage staff workloads and priorities.
- Ability to develop standard operating procedures and work plans.
- Mechanical or technical aptitude.
- Previous experience managing in a unionized environment.
WORKING CONDITIONS:
- Both indoor and outdoor settings.
- Work requires the maneuvering heavy carts, operating power equipment, lifting between 20 and 40lbs, working with chemicals and odours, and climbing ladders and scaffolding
- Governed by safety procedures and requirements.
